Consultation is open, but this does not authorise construction to start. From 13 October to 16 November 2026, the public can comment on creating a yachting business zone by the River Siagne in Mandelieu-la-Napoule, near Cannes. For a French Riviera homebuyer, the proposed surroundings of a specific address matter as well as its proximity to the water.
What is proposed near homes in Mandelieu-la-Napoule?
The plan is for businesses, training and boat services, not a residential quarter or a marina open to everyone. Cannes Pays de Lérins and Mandelieu-la-Napoule propose accommodation for yachting businesses, training facilities, a boat maintenance area and a technical basin connected to the sea through the Siagne. The project also provides for retaining and ecologically managing a natural part of the site.
The site is on the left bank of the Siagne, between the river and Cannes–Mandelieu Airport, north of Port Inland. The dossier describes access via road D192 and chemin Levassor. The official project boundary plan lets buyers compare the site with the home’s cadastral position. It does not mean that all land beside the river will be developed.
The technical basin is intended for business operations and short stays by boats being serviced, not for general private mooring. Buyers cannot infer that the scheme will provide a private jetty or a new right to a berth by the water.
Can the proposed construction by the Siagne be treated as authorised?
No: the current procedure is electronic public consultation on creating the zone, not an announcement that construction has begun. The official notice allows 35 days for comments, followed by publication of a summary. The dossier, possibly amended, must then be submitted to the intermunicipal council for approval.
Creating a coordinated development zone — zone d’aménagement concerté in the French documents — and implementing the project are separate stages. Page 11 of the April 2026 non-technical environmental summary expressly provides for adapting the local development plan: the presented scheme does not comply with its regulations, including building heights. This describes the dossier, not the status of every authorisation at the date of your purchase.
The published environmental assessment documents also examine further procedures and details to be resolved. The current consultation therefore confirms neither final building volumes nor a construction start or opening date. Estimated work durations in the dossier must not be turned into a programme with an established start date.
How can you assess the surroundings of a home near the Siagne?
Start with the home’s position relative to the site and its current conditions of use. For an address in Mandelieu-la-Napoule, compare the cadastral plot with the official boundary, then examine the proposed use of the nearest part: businesses, access, boat maintenance or natural land.
The presented scheme describes buildings up to 19 metres high. This is a proposed parameter, not an already approved height for a future neighbouring building. Assessing a view from windows or a terrace requires the exact position, distance and terrain: proximity alone proves neither a loss of view nor an improvement in the surroundings. Future noise and traffic are also questions to investigate, not established damage to a particular home.
Before deciding to buy, check actual access and parking, information about nearby works and the documents applying to the plot. Ask the municipal planning department about the project’s current stage; where a question is material, the notary or architect can identify the documents needed for the particular property. Flood risk and insurability must be checked separately: the proposed hub does not demonstrate that a riverside home is safe.
To submit comments, the official electronic participation notice gives zac.nautisme@cannespaysdelerins.fr and the period 13 October–16 November 2026. Comments received outside this period are not taken into account.
What to check next
The next question is whether the address suits you with its current access and proposed surroundings. Use the guide to choosing a town and address to compare two properties on the same basis; the Mandelieu-la-Napoule page provides local buying context.
If you have already chosen a home, start a conversation with IMMO BTC using the listing link and your priorities: views, quiet, access or use of a boat. This helps define questions for the municipality and relevant professionals; this article does not replace an assessment of the specific address. Write to info@immobtc.com.

Checked on 14 October 2026. The new event is electronic consultation from 13 October to 16 November 2026. The dossier contains documents from different dates: the boundary plan is from March 2026, the presentation report and non-technical summary from April, the environmental authority’s opinion from 15 June and the published response from September 2026. Their proposed parameters are not presented as new October authorisations.
