What the zone letter means
The A bis, A, B1, B2 and C classification groups municipalities by housing-market pressure. The ministry identifies a revision by order of 23 June 2026 and a consolidated list effective from 26 June. Programmes use the zones to determine eligibility parameters and ceilings.
For a purchase, use the list in force on the relevant transaction date. The ministry’s page also retains earlier revisions; check the applicable table to establish the current classification of a particular address.

PTZ: zoning is only one check
The prêt à taux zéro is an interest-free element of financing, subject to programme conditions. It is not available for every purchase and does not replace the bank’s decision on the overall financing package.
Since April 2025, qualifying new housing, including individual houses, is covered nationwide under the applicable rules. A statement that PTZ is available only in high-pressure areas is therefore incomplete for new homes. Zoning still affects calculation parameters; existing housing with works follows separate geographical and other conditions.
Check purchaser status, primary-residence use, household income, family composition, property type, loan-offer date and eligible operation cost. Establish affordability including the rest of the financing.
Rent limits and investment schemes
A zone may determine rent and tenant-income ceilings within a particular scheme. It does not set a single market rent permitted for every apartment in the town. A–B–C zoning should not be confused with other definitions of zone tendue, annual rent increases or local holiday-letting rules.
For an investment, record the scheme, date, zone, relevant floor area, letting category and restrictions. If using Jeanbrun, being in zone A does not establish compliance with the rest of its rules.
Before signing
Ask the bank or tax adviser to retain a dated calculation with the applicable official reference. Match its address to the notarial documents: similar place names and postal descriptions are not substitutes for the municipality code.
Then examine the economics without assuming automatic eligibility. A zoning change alone promises neither property appreciation, PTZ approval nor an adequate rental return.
Classifications and programme rules can change. Confirm financing eligibility, ceilings and tax treatment at the date relevant to the operation.
